You can stack them sure, but why? More glass = worse IQ. Unless you have a specific reason for filtering UV rays, (like shoot ancient UV sensitive film on an uncoated lens...) I wouldn't stack them.

used is definitely the way to go, especially with bodies. New camera bodies are like new cars, the second you take it out of the box it instantly loses value.
