Most Shonen mangaka tend to do this because they never know if their series is going to be super popular or how long its going to last since it could be cancelled at anytime.

Yep. You normally get one well written arc in the beginning (Vegeta story in DBZ, Zabusa in Naruto) that can act as a complete story if the series is canceled. The good writers can follow it up strong (ie, Oda following up Buggy the Clown with Arlong Park), and the bad writers falter

Iruka is the true wasted potential on the show. Everyone loves him, does jack nothing ever after this episode besides the one right before the Chunin exams.
