Clegg is pro EU, I don't think they will be deporting anyone anytime soon. They wouldn't do a retroactive measure and any controls would be for people more outside the EU, like Veidt mentioned. The freedom between EU states would affect the UK too, so you can't impose certain measures on a single state, it would have to apply to everyone.
