So let me get this straight: some comments on the Internet and people want to remove US help? haha
According to Wikipedia http://en.wikipedia.org/wiki/United_States_foreign_aid (if you have a better source please share it) the countries that receive most US help are strategic "allies" like Afganistan and Israel. If you remove your help is the same as abandoning your foreign policy. In my personal opinion I would say go for it because it would mean stop screwing with the world but there are also several poor countries like Haiti that need that help to survive.
If you can't stand criticism that's ok but punishing weak countries for it is ridiculous.
