I'm not expert in the subject but the way TVs process images is different than the way gaming monitors do. TV have more of a smoothing process while the monitor are pure raw image. There is also the fact that most casual gamers don't even use game mode on their TVs so they have that soap opera effect smoothness in place that can reduce stutter perception.A slight pause is a slight pause. Doesn't matter what device you're on, unless you're saying TVs have some secret tech that hasn't been on PC already for ages?

There was this video of Timothy Cain from Fallout and Outer Worlds saying he asked a programmer for an AI code and the guy said he needed 4 weeks. Tim had done a similar code before and said it took 45 minutes. When he confronted the programmer about it, the programmer got angry and stormed off to complain to his manager. When Tim walked the manager through the code and made him understand it was really simple, the manager returned to his programmer and then asked Tim if he could do with 2 weeks instead of 4. If I can also get it running well on a 3070 laptop with a 5800H processor then objectively, they have done a relatively good job. Does it look as good (or perform as well) there as it does on my 4090 and 4080 systems? No, but that's to be expected, and that's what the settings are there for.

It is Overwhelmingly Positive on Steam, so I'll take your word for it.I'm playing the game across multiple PC systems and can tell you for a fact that while they exist, they are in no way game-breaking. These are traversal stutters and they happen rarely when moving around the game world, not at key moments of interaction (e.g. combat). But this is the typical effect that a negative-bias video will have on people who have no experience with the game.
