Correct me if I'm wrong but this is the first FP1 and FP2 where Pirelli hasn't set the minimum tyre pressure limit way too high because they've been fed artificially high aerodynamic load data by Mercedes?

It would explain why Ferrari is competitive straight off the bat rather than them clawing it back for FP3 when Pirelli has adjusted the limits.

Yes.
It doesn't make much of a difference by qualifying/race time, but that seems to be the case every race so far.
