Yeah, no, I don't see how that Penalty is justified. That was a very, very typical racing incident. He locked up, understeered, hit another car. Happens in almost every race. Penalties should be reserved for actions that are obviously negligent or malicious. A lock-up during the first lap is neither.

Also, I don't think there is a big enough gap between the Stop & Go-Penalty Vettel got for outright crashing into another car because he was mad and the 10 second time penalty Verstappen got for locking up his car. One is SO MUCH worse than the other, I don't think that is really obvious just by looking at the penalties. Yes, one is worse than the other, but the margin should be way, way bigger.

Intent doesn't matter. Nobody intents to crash(well except VET in Baku)

Max outbraked himself and drove straight into his teammate. He could have avoided that if he didn't brake so late.
