You don't go all out in the 400? People push the body to its full limits in every distance, they're just going faster in the 100 because it's shorter. The idea that they aren't going "all out" is nonsense.
The point is that they're going faster. It's pure speed, hence the winner being called the fastest man in the world.

All out as in as fast as you can go from the off. 100m is a little too far to maintain top speed to the finish, but it's a nice round number.

Some sprinters are still accelerating as they cross the line. Top speed probably comes somewhere between 80 and 120 metres.

Christine didn't look that happy, hope she isn't disappointed it was an incredible effort she should be very proud. edit: looking happy now doing a lap of honour :)
