Yep, there is already a menu titled "Subscriptions" with EA Play currently the only one. Been suspecting its coming for long time.

Whatever it is I hope it's available across all regions unlike NATO Game Streaming (Ps Now)

Regional pricing would be nice but this is Sony we are talking about. If that's the case I wouldn't mind subscribing for a few months a year, specially if they have PS3 and PS4 games via streaming.

I have no issues with playing with Xbox friends from my PC experience is pretty flawless. Sometimes games require a little more troubleshooting but once running it's perfect lol.
