Where did you get that statistic? I see a Metro Population of ~5.5M. That's certainly big, but just off the top of my head San Francisco, Philly, New York, Los Angeles, Mexico City, and Boston are larger.

City population, not metro. Metro areas are defined differently in the two countries. American numbers are far more generous. Toronto's metro population would ~9 million if we used a geographic area similar to Metro Chicago.

By what metric? San Francisco has 7.5 million people. Philadelphia has 6 million.
Ah, I see, this is not the metropolitan area, but just the city proper. I don't think most population statistics are aggregated in this way, but it's not invalid. This would mean a lot of people who (for example) pay taxes to the city of Saint Louis which I live in (Metro area of ~3M) and who identify as Saint Louisians don't count because they don't technically live within city limits even if they are part of the Metropolitan area.
That doesn't mean they're unquestionably right, of course. But we're looking at different statistics.
I'd wager they're using that statistic because he's not the mayor of the surrounding cities within the metro region (obviously).

The same could be said for someone living in Gary or San Jose or Providence or Baltimore or whatever. People from Barrie or Hamilton might not consider themselves Torontonians, but that doesn't change the fact that they're commuting into the GTA for jobs (and vice versa). The Golden Horseshoe is one giant contiguous urban area at this point thats centered around Toronto. Its the perfect comparison to the Bay Area or Chicagoland.
