Yeah, I haven't heard anything about a weekend beta for this week. They just had a new build and they don't do weekend betas right after getting a new build.

Shadow quality is normaly tied to your video card. If your on a budget i'd sugest a radeon hd 6850 make sure its 1 gig and they can be had for $130

also if your pc has 4 gigs of ddr 3 or less you should buy more , you can get an 8 gig set for only $30 bucks after rebate. There is no reason not to have 8 gigs of ddr 3. IF you have ddr 2 you might not want to since its no longer made and is very expensive

People while back were mixing up beta keys with early access keys, but now actual beta keys that tie into your account are being put out.
you really shouldn't be having a problem honestly. My fps is about ~30-40 with shadows on the highest settings and about ~60-70 on the lowest (this is on the space station you get to after the origin worlds on the republic side).

A radeon 6850 will give you roughly the same performance as the hd 5850 so its a side grade at best. You'd have to to go to at least the 69x0 series . I made the upgrade and it was wroth it to me as my frames in most games at 5760x1080p doubled.
But i'd do the ram first , its the cheapest option . Also with amd releasing new cards based on the 28nm process i'd certianly wait 2-3 months for them.
