They are just saying to stop them being the default playable character, not to remove them entirely, so they'll still be in the games as the villains which is nice for us.
I've come to realize that it takes someone that's at least a bit of an ass to go against the flow most of the time. Your average level-headed person will just keep their head down and not rock the boat, especially when money and status are involved.
