Here's the simplest way I can sum up what's important from the book that ties in with Season 3 (Part 1 and 2 spoilers):
The government has been aware of "aliens" and all the UFO conspiracy stuff was followed closely by the government and later organizations were made to dissuade the public when they got close.
Doug Milford (Older brother from S1/2 that died) headed those operations because of his experience as a young boy seeing a "walking owl" and a white flash near the entrance to the Lodges.
The aliens turned out to be more like "spirits". Lodge contact dates all throughout history, was probably here before humans.
All those operations were classified as "military" though most of the knowledge was sewn among a tight-knit group of government peeps. Oh, also some old religions/cults made by rich people tied to the Illuminati/other secret organizations were pretty on point and probably contacted the Black Lodge.
Nixon set up a bunch of fake weather stations that were budgeted as military defense bases, he let the all the top agents know that the funding/capacity to take on the alien/Lodge projects would be limited, and that they would have to carry on the mission themselves by using these facilities that had contact to the Lodge.
We can assume all the other agents also have access to contact from the Lodges through these bases, probably constructed the box.
Doug Milford got old so he gave his duties to Major Briggs because of his "experience" as a soldier and in Twin Peaks with "aliens"/Lodges. Doug died the next day.

Part 3 & 4 very, very light spoilers
According to the book, Briggs was going to give Cooper all this info on the night referenced in the show by Bobby. Briggs didn't give it to him because he was "off", this was probably the Black Lodge Cooper.
Briggs went off to the LPA to follow a protocol when "something like this happens". Bobby says his dad died the next day, unsure if he actually died, how he died. etc.
FBI finds this dossier in 07/2016 at an unsolved crime scene. Tammy Preston reviews it and can't do much more until she has clearance to learn more about the Lodge stuff.

Yeah I don't get how Boop would know at that moment that real Dougie would be real Coop. Of course he knew he was going to be called back to the Black Lodge but how would he know at that moment?

It turns out the Secret History book is pretty important for understanding Season 3.
What if it's both?
The entire Dougie situation seems... oddly oriented around Dougie. MIKE said he was "manufactured for a purpose" and I sort of wonder if that means more than just his person. Doppelganger Coop could well have orchestrated a situation where "Dougie" would be assassinated as soon as real Cooper returned.
I didn't really think just mentioning him being there was a spoiler, he's in the cast list but I edited regardless for the UBER sensitive

Nah I'm with ya, bit too strict there when he's confirmed to be in it to begin with and you provided no context for who he played. Now, if we were to say get a surprise appearance by Heather Graham or Michael Ontkean, that'd def warrant one

She's a singer that has been working and been a friend of Lynch for a while.Not gonna lie, when I heard of Tamara the young FBI agent, this wasn't what I had in mind. I'll wait to see the full picture I guess.
I get the feeling something is up with her.
Her acting is super unnatural. She sashays around juuuuust obviously enough to make it feel intentional. Likewise, her goofy facial expressions make her seem distractingly arch. The camera lingers on her like no other character - notice how the camera focuses on her body more than Tracy in her sex scene, Darya, or even the nude escort Dougie was with - all of them were shot very flatly and matter-of-fact, but Tammy is treated to lots of camera focus on her hips when she walks, etc etc etc. Gordon even has his defense planned when Denise calls him out on choosing Tammy.
Gordon asked her to wear a wire, so I'm assuming there's something going on we just haven't seen yet. Also, given how much this series draws from The Secret History of Twin Peaks, she would seem to have at least some cursory knowledge of Lodge/paranormal activity.

As much as I love where this is going so far I do really hope we get some sweeping Badalamenti tracks to accompany key scenes further on. The silence does seem to serve a thematic purpose currently but so much of my fondness for Lynch comes from the haunting scores that accompany his works, and the way that plays on memory further reinforces the impact. I've always dug Lynch's low industrial bass rumbles for the ambient tone-setting, but it'd be a disservice to not mine Badalamenti for all his potential to really put a cherry firmly at the top of this already promising season.

Episode 3I was laughing during most of that casino scene. From Cooper stopping the revolving door and then getting a jackpot on a bunch of different machines.
