sure void/riki and all got stupid stuff but that doesn't matter as much
There's a good chance that one of the items is way too good, similar to Glimmer when it was first released. We'll have to wait and see because with all these changes it's impossible and foolish to even try and guess what's OP.

SF is gone. 90 mana raze -1 armor ruin a lot of his laning. Stacks with 50%+ spell resist make comeback farm basically impossible. SF is meganerfed. Meanwhile heroes that rely on cleave or physical damage to clear the jungle are still alive. Ember is unchanged ok, but why nerf huskar that much and give nothing in return? At least give the maximum bonus on 35% hp or so, not 10% jeez.

Flung to the farthest reaches by the prison's explosion, Zet was transformed by the dissonant energies of its former captives. That doom passive seems stupid. It's a 40+5% max HP permanent Damage DOT at level 4? Like WAT.

New Veil is also super strong. 18 bonus int, too bad it's still awkward as fuck to get.

Astral Imprisonment cooldown rescaled from 18/16/14/12 to 20/17/14/11
Astral Imprisonment cast range rescaled from 500 to 450/500/550/600
Astral Imprisonment duration increased from 1/2/3/4 to 4
Arcane Orb now steals 0/1/2/3 intelligence per hit for 40 seconds (heroes only)
Outworld Devourer intelligence growth reduced from 3.3 to 2.7

Mirana's arrow rework is good but she really needed an agility gain boost or better attack speed.

Faceless void i have jo idea how that works
 
Aether Lens seems really good in theory.

Timbersaw. Skywrath. Lion. Lina. Rubick.Jakiro. And probably a lot more heroes that can really benefit from these.
 
Mirana offlane is the legitest shit now. Arrow camps for free gold EleGiggle. Mirana roaming in general feel so much better now that you can use your arrow as a pseudo-midas and not only as a hail mary stun.

Added a mechanism to Steam for Dota to tell it when you are in a match, so Steam should not patch the game. Steam never downloads updates to the game, or custom game items that have already been completely installed, once you launch Dota. This change ensures that Steam will also not update Dota if you exit the game or crash and try to relaunch Dota.
