I think it could be part of it, sure. I don't know the details of Blompkamp's vision, but I remember reading that part of the reason why the movie didn't work out was because of MS's initial swagger and their failure to understand that their status outside of Hollywood equated to nothing.
Speaking to the character of Master Chief, he's really not a great star character outside of a videogame. He's constantly masked and has little to say, and to do anything differently would cause a pretty big uproar to the fans. There was a movie from the late 90s called
Soldier that used the 'silent warrior' character pretty well (in my humble opinion), but one of the reasons it worked is that you got to see Kurt Russell's facial expressions all the time.
The Fall of Reach comics, and the recent Scanned commercial are very real steps that 343 Industries and, by extension, Microsoft has taken to make the Master Chief a more human character. The days of the helmet under the helmet are gone.

Having said what I have, I would be extremely interested to see what 343 would do with a Chief-centric Halo movie. The biggest question I'd have is how close they'd stick to the Marvel model, because they've got the right idea for handling a franchise.
