Why are people picking Otacon? It's basically impossible to log on to. You should go for the least populated server, not the most.

I just spammed left stick really fast, I do it all the time, my skills that round were Assault Rifle level 3 and Runner 1

You should be able to check your personal stats to see your current level. When skills level up they'll get a little star next to them.
