If it was their first attempt at coercing PC gamers then I would be inclined to agree with you. But it's not, far from it in fact.

We haven't even seen the first true UWP games.
I for instance don't really care about the fancy stuff of PC gaming. I just want to be able to buy a game and then play it in my living room on my console, and during the week being able to play it on my laptop + controller. So for me this new platform is exciting.
Ok... Played the first minutes in the Campus (on a 6700K@4.4, 16GB of RAM@3200 and a 980Ti@1476MHz): technically this game is a trainwreck, really, try to avoid it for now, it has so many flaws it makes my playing experience awful. I'll wait for some patch.
These garbage ports don't count because they're running Win32 apps in a UWP wrapper?
So, of the four games that have kicked off the Windows Store as a serious PC gaming platform, all of which are big budget, high profile releases, only two of them have come out running as they should. And one of those games is available to play on Steam for an objectively better experience.
I know this is a terrible, inflammatory statement that's ignoring lots of actual facts, but a point still stands: The Windows Store has gone off to an absolutely horrible start as a PC games platform, and I don't think games on it deserve any befitting doubt on that going forward. Let's hope Microsoft and their game development teams stop shitting the bed soon.
In the case of QB it is a game that was built bottom up as a XBO game, and late in the development process it was decided to bring it to Win10 PCs as well.

Honestly, it sounds like you're just very excited about Microsoft games coming to PC. I'd be excited too if they weren't shackled to UWP.
Microsoft is promoting the hell out of UWP so they're not going to come out and say this but virtually everything in their new PC initiative would be possible with Win32 programs. They didn't need to reinvent the wheel, and doing so has only led to negatives for the enduser.

More of a service/ecoysystem in mind rather than games the primary focus. Games are being used as "carrot" to reel in potential customers and keep em exclusively there, or that's what MS is hoping with their UWP & UWA(s).this UWP thing almost seems like it wasn't even designed with video games in mind

You mean to tell me you expected them to announce the changes and then implement them all within the week of Build? Surely not. When you say "Wait for Build so that Phil Spencer can bless you with his kind words of PR wisdom", all anyone (including Spencer himself) meant when they said that was wait until Build so you can learn what Microsoft's plans were. Let's not forget that the original "wait for Build comment" stemmed from Tim Sweeney's concerns about UWP; whose concerns were mostly addressed. It had nothing to do with the performance/technical limitations side of UWP, which you seem to be more concerned about. At least not from how I was reading it. Although, with that said, they did announce that support for disabling VSync, and the support to implement both GSync and Freesync will be coming in May. Overlay support will also be coming. Mod support is the only thing that's a bit sketchy.
Anyway, I feel I've rambled on a bit, when it could just simply be said that we know what the changes are and we know when they're coming, thanks to Build. Yes, you can technically say that nothing was actually implemented at Build, but then again nobody actually promised to implement changes at Build either. I just thought it was worth addressing that point, considering that in a month or so a lot of changes will (should) be coming, and people that read your post might not know that.

Finally downloaded. Yikes. From what I can tell this game flat out is not meant to be played above 1080p. It's fairly smooth there, going to 1440p (my native rez) on a 980ti is brutal no matter the setting. I suppose it's telling Setting to Ultra defaults it to 1080p.

Yeah, don't tell me, 70 wasted for now.
Let me go a little bit deeper:
1. GSync doesn't work at all, if enabled the game is unplayable, it stutters like hell, giving a remarkable result of 1 frame every 3 seconds;
2. Without GSync it keeps barely 30 FpS (all settings maxed out, res 2k), or at least this is my impression since I cannot really see how is performing;
3. The input feels sluggish, there is some mouse smoothing which i hate and a great delay in responsiveness (fatal flaw for playing decently in my opinion);
4. The vegetation popup is directly taken from the console version, so forget a decent LOD for these elements;
5. Even if I installed the game -by mistake- on SSD, it still dares to stutter and occasionally I encounter hiccups, like it was installed on a mechanical drive, really;
6. It's blurry like there's no tomorrow, so blurry it gives me headache.
Now, I can watch again Sam Lake thanking everybody on youtube.
"Wait for build" is what we were frequently being told by Microsoft apologists in other threads on the topic of UWP. That is what I'm referencing. There is nothing incorrect about my post but sorry if it seems to have upset/worried you. People can read it and do their own background research accordingly. They will then see that the platform is currently half baked and is not fit for purpose.

Future UWP games that are built from scratch for the platform are supposed to work great on both PC and console as they will have been developed for both platforms from scratch; at least if the developers make a good job. Time will tell.

Wow, what the fuck? At these experiences and impressions. Is ANYONE having a good experience with the game, from an optimization standpoint?
This is counter to what Microsoft are saying, the whole advantage to UWP over Win32, is that you code for any of these platforms, and the others come along free for the ride. The Xbox One is using pretty much the same codebase as w10, along with the same DX12. 'Win32' would be a port, UWP should be fairly close to xbox code. If you still have to take time out to write new code, then UWP is by its own admission, a veiny bang stick, covered in bum gravy

I bought the Rise of the Tomb Raider Win 10 version and after playing it for like... an hour, I emailed support for a refund. It took them like a hour or two just to find my order (even though I offered to give them an order number) but they got me my money back within 24 hours. I just told them the reason was I was disappointed in how limited the game was in comparison to PC games.
UWP games have been disappointing so far, agreed. But if you're going to make this sort of post (one that'll likely be quoted repeatedly in different threads) at least be accurate. I'm pretty sure you know the bolded isn't true.
