The best I can figure is he did it because the greater the despair there is, the more hope will shine when it prevails. Or something like that.

This seems like the most likely explanation. Like a grand scale version of what he wanted to do in the Killing Game (offering to help with murders so that the other Ultimates could overcome it with their hope)
