this is the fuck. you say you really need that money and that they should have told you the fee was waived. They say you somehow managed to pay the money, and you seem ok, so that its all out of their hands. But of course the fee is refundable. You just need to find the person with the proper authority.
Non refunding of fees is usually for an administrative purpose to prevent frivolous use of whatever system. But if this is clearly not that, some dean somewhere needs to press their authority.
