Input lag is not only related to framerate. I have played hundreds of games on consoles and not every games is equally responsive at 30fps. In PS1-PS3 and xbox - x360 era many 30fps games were very responsive on gamepad at 30fps and back then I didnt even cared if game run at 30fps or 60fps. Now however (since xbox one and PS4 launch) 30fps games are laggy as hell.Not true at all, input-lag is a real thing.
I have compared GTA 5 on PS3/x360 and then on PS4 specifically. It should be the same engine with similar gamepad settings, yet xbox/ps3 version is way more responsive compared to xbox one / PS4 verison despite running sometimes at 21 fps. I can no longer aim without autoaiming feature enabled on current gen consoles because if feels like I would aim underwater or something. The same with tomb raider and rise of the tomb taider on xbox360 and xbox one (in fact even digital foundry has mentiond x360 verison was way more responsive).
It looks like input lag can be increased when game use more demanding graphic effects and more CPU cores / threads and maybe that's indeed a case because certain developers like turn10 even mentioned they have reduced the amount of working CPU cores in forza 7 because it increased input lag. That's why forza 7 was using limited number of cores at launch, but game was patched later on, because people wanted more performance. In fact I'm testing sometimes CPU cores affinity and many games feels more responsive with only one CPU core enabled.
I have also compared tested many PC games. Probably the most laggy game I have ever played on PC was doom 2016, that game absolutely need 120fps because controls are so laggy even at 60fps. I think Crysis 1 and 3 is also a good example. Crysis 1 is clearly more responsive at the same 60fps and I had to run it at 100+ fps just to aim without laggy feeling. Crysis 3 has much improved graphics engine with advanced multicore support and I believe that's why it feels laggy.
So I say 30fps on gamepad in ideal scenario (no additional input lag in your TV and graphics engine input lag) is perfectly fine. Unfortunately most new games have laggy graphics engines and IMO 60fps is a must these days.
