Actually he doesn't. The safety car controls the pace. The lead car has to maintain a predefined range of distance to the safety car.

...wait. No it means the exact opposite. That crash is all HAM. That was, to quote the rules even, "unnecessarily slow and erratic driving", which is explicitly stated in the part about Safety Cars.

How is it erratic? He wasn't pumping the brakes, he brakes in to the corner. He was actually off the brakes when Vettel hit him.
