At least to Peace Walker's credit there's only like 3 vehicle missions you actually need to do to finish the story, most of the pain in the ass is in the 30 Extra Ops vehicles.

Oh, if you meant "visit" in terms of just exploring other PMC bases as you would a friend's, then I am not sure, but I believe you will be able to form alliances - just speculation, though.
