HB2 and Trump accelerated the conversion of NC by a good decade. It'll take longer to undo the state legislature and it's problems, but the writing is on the wall for statewide elections. Contact your local BOE (I'm an Ohioan). The mailing of ballots is a rolling process. It isn't too late to request one. They've likely mailed some of the ones that have already been requested.

From my (Hamilton County) BOE:

Vote by Mail Applications must be received by the Board of Elections by noon on the third day before Election Day OR you may deliver the application in person to the Board of Elections by 5:00pm the Friday before Election Day.
