Trump wants lawsuits so he can deflect questions by making it a policy not to discuss things that are under litigation. It's a means of deflection.

Abusing executive powers and directing action federal prosecutors are required to take in specific cases, talking about walking back parts of the 1st amendment, suing news organizations over legitimate stories, asking for foreign influence in elections and asking countries like Russia to hack US citizens and organizations, advocating for authoritarian policies in policing against citizens, banning certain groups of foreign and religious people from entering the country.

He is one of the most anti-American people out there.
