That aside this is really a red vs blue state bill (which is rich vs poor in many cases).

It's not even all red states that benefit. Maine, Alaska, Kentucky and Arizona all lose money from this. Kentucky in particular gets reamed.

This doesn't mean Paul and McCain won't support the bill, but it's one more obstacle in the way of their support, even if they're not going to say that explicitly (I think Paul in particular is being very crafty about how he states his opposition - it probably has much more to do with "this bill is going to fuck everyone over in a 3,000 mile radius and we will get destroyed in the midterm elections" than "it doesn't repeal Obamacare, waaah!" but that's how he has to sell it to his base).

the actual gap is Medicaid expansion vs. non-Medicaid expansion. Texas is going to get the largest benefit because it is both much wealthier than the average state and has not expanded Medicaid, unlike almost every state wealthier than it (aside from Wyoming)
