Possibly, but I'm not sure. I have 100 Mbps down speed and have no issues streaming anything else. I even paused the cutscene to let it buffer (if it buffers) and that didn't help.

No. The issue is that UWP games do not actually run in real exclusive full-screen. It's just windowed mode, basically (borderless window) which doesn't support things like this anyways.
Really? That's a shame. RTSS seems to work with both bordered and borderless window games for me, even adding the overlay to windowed games:
The FPS and frametime are consistent with games I've had issues with in the past. I always use the Global setting and just switch it on and off when needed.

RTSS doesn't work with UWP.
NV's driver limiter works but it doesn't help with smoothing the frametimes.
Game's own 30 fps limiter works but it doesn't help with frametimes either and there seems to be some input issues happening when you enable it.

No to the first part and as for the second - you can downsample from your native resolution x1.5 to get it to essentially render in your native resolution. As for the results of such manipulations - you be the judge.
Here's the downsampling from 4K to 2560x1440 (and "native" 2560x1600 for the reference on the right):
It's sharper obviously but not by much in my view as there's still a shit ton of pointless postprocessing crap happening to the frame. And the performance is obviously awful as what's happening in the left screenshot is this: rendering the game in 2560x1440 with MSAA 4x, upscaling it to 4K in the engine and then downscaling it back to 2560x1440 with the driver.

No wonder with that quality of PC version optimization - GCN cards will natively run the game better than anything else.
guys, stupid question i'm sure, but i seriously can't get windows 10 to let me change the default install drive for w10 store games.
i try choosing my D drive, and it just defaults back to C [tiny SSD for OS only] after i click apply...
really not sure what to do!

I've been playing the PC version (i6700k, 16gb RAM, GTX 970, SSD) and overall the framerate seems pretty smooth, well above 30fps at a combo of medium and high settings. The game looks stunning but is being held back by the non native resolution which is painfully obvious and makes for a blurry IQ. In cutscenes it seems like this rendering technique isn't always used and you get a glimpse of how the game should look on PC - glorious. Hopefully this is patched and the film grain is removed.
Impressions from the actual game:
Story seems pretty decent so far.
Gunplay is absolutely fantastic (I expect no less from Remedy)
The time manipulation powers are so much fun.
Soundtrack is solid and presentation overall is brilliant (outside of IQ).

Can't wait to play some more. While the PC port isn't great it looks far better than the console alternative from footage i've seen there and runs smoother too, at least for me, so I wouldn't dissuade people from buying it too much. If you can stomach the price and go in with the right expectations that is.
Oh cool they added a 970 frametime now. They're getting weird fps though compared to the 60 on ultra someone here is getting.

I may be one of the few who actually owns the game in this thread so I wanted to throw in my experience so far.
I've played about roughly 2-3hours into the game now.
My rig is:
i7 4770k Overclocked
760 GTX 2gb (Piece of crap)
16gb ram
2TB SSHD
In any case, its all been rather smooth. The game detected that my system is on the low spectrum and, it would be correct, so I just left it there. It plays fine. Only a stutter when leaving a cutscene and transitioning to gameplay.
Look yes, the image quality (IQ) is not that sharp but I think that's because it was a stylistic and engineering choice, not some thing inherently wrong with the port.
There are alot of good things to say. The game launches instantly, and loads unbelievably fast. Animations are great in the game. Its a fun game overall. Great acting, and voicing.
Also, closing it easy. I'm not sure why there were any worries about being able to close it in the first place. If you bring your mouse to the corner, it instantly shows an X to close. Do you guys typically get stuck in Win10 apps, lol?
Just stick with the preset the game decides for you. Honestly, you could lose the AA and crank up the texture some and have it perform better/the same, but the overall appearance would be better.
People at /r/AMD aren't having much issues with this game. I think 390s are running this game better than 980ti's overclocked.
But since 80% of players are on Nvidia I guess...I mean even on here there were no bad reports from the AMD users. Anyway with AMD can confirm?
What happens if you try moving an existing WinStore app (Settings>System>Installed Apps) to that drive? I you don't have any other apps, maybe get Twitter or something small then try moving it, default apps can't be moved.
So can I expect 60 fps @1080p on high settings with 980ti and i7 6700k? I have been waiting this game for so long, I really hope that my PC is capable of running it at 60 fps.
Well, I'll be quick: I'm interested by the game, I can get it for 15, but I'm worried that with my old rig I can't run it at all...
So, with: i7 3770k (@3.50ghz), GTX 660ti (yes...), 16Go DDR3. Can I hope to run the game, at low? Middle? I play on a 1080p screen and 30fps would be really enough for me.
I know that my GPU is really weak but I don't plan to change it anytime soon, I would just like to play this game, even though it's on medium or even some low settings.

Yep, this certainly reminds me of Dark Souls 1. Hopefully, some patches can resolve the largest issues.You know what this is? This is Dark Souls 1. This is a publisher saying "What? You wanted it on PC, it's on PC, what's the big deal?"
I'm baffled at things like the reconstruction techniques. PC doesn't need console's tricks to eke out a bit more performance, and we don't want it. We've never wanted it. Give us menu options to turn down, don't force BS like this on us.
