Trying playing SOC on the PS2 and the so-called king of 60 FPS could barely handle 20 FPS for that game . The Dreamcast had to drop the frames to handle Shenmue and the Game Cube not only had to drop to 30 for RE4 but also add a bordered display even on an NTSC system30fps didn’t become common until the 360/PS3 gen. After Monster Hunter World and Exoprimal both having performance modes, this potential news is not only concerning but also raises a question based on how their other games have handled things.
The only thing I can think of that's buckling the performance is the inclusion of multiple physics systems interacting with each other. Throwing a barrel into dynamite which explodes a rock wall, causing a waterfall that blows over trees, grass, enemies, and building structures, is no small feat for a game that's also running at up to 4k on current gen graphics(for Capcom).
There's a good reason why games like The Finals, Teardown, Red Faction Guerilla, or Bad Company a few and far between and I think the devs behind this game are finding out why.

Yeah people that play mainly on consoles complaining about 30fps...like, that's the norm since the PS3 era. I'm more shocked this gen has had so many titles with both modes...Interesting perspectives here. Not buying a game because it isn't 60fps? On that basis, I'd assume that this is the vast majority's first console generation, because 30fps was the standard and 60fps was basically for fighting games, some FPS and most track racers.
Looking at the specs on Steam, 4K30 requires a 2080 and 3600X, whereas 1080p30 requires a 1070. I'd be surprised if consoles weren't hitting 60fps at 1080p. If you're after a performance mode, 1080p will look a touch soft but should be fine and I don't see why they should leave out performance if they can reach it. If you don't like the sounds of 1080p, your expectations are obviously wild.
Also, this is a rumor, it hasn't been announced that the game is 30fps so take a breath and wait for proof.

Rockstar have one of the best engine on the market. And yes you are right. Besides seeing how terrible the image quality was on their last RE engine game on PS5, I don't have any hope here. We'll probably have FSR2 at 30fps destroying everything it can, as usual. And the usual channels will praise the game as if everyone had a monster PC like what happened with Alan Wake 2.I played the first game on PS3. When I bought it again for PS4 expecting 60 fps, I was surprised to see it at 30 fps. Now, a new game with similar graphics on PS5 is at 30 fps too? Is there no 1080p 60 fps performance mode at all? If these consoles can't deliver 60 fps with these graphics, I wonder how they'll manage to run GTA 6 at 30 fps. I think there's an issue with the developers.
As things progress, I think its reasonable for people to expect more. When I started gaming I was on a black and white CRT. Would you tell me to stay playing on that? I've got a huge library on my PS5 and XSX consoles and all of them have either 60fps or 40fps+ modes. I'm even more picky in that I generally avoid games without HDR too. The consoles seem very capable of delivering 60fps and even greater. I'm doing fine without a PC. Theres room for lots of different shapes and sizes on multiple platforms. Its up to the customer what they want from a product. imo its no bad thing to be pushing for more.30 fps is not cool, but it's strange to see so many console-only gamers all of a sudden take this "only 30fps, no buy"-approach.
PC players are used to higher framerates since forever, but for PC players this is a non-issue anyway.
