Chuck Greene - We'll probably get Frank again.
Nero - Missed his shot to be in MvC3 tbh, don't see him as feasible now.
Lady - ditto.
X - It depends if classic Mega Man (and Zero) returns.
MegaMan.EXE - Doubtful.
Juri - possible, but I think a SF5 newcomer would be more likely.
Edward Falcon - Man I'd love this, but they've missed the boat on Power Stone characters so many times.
Gene - He was a stones throw away from being in 3. If it's the same team then I'd say he's got a good shot.
Leon S. Kennedy - It depends if Chris returns.
Asura - One of the most likely newcomers, I'd say.
Miles Edgeworth - If Ace Attorney got a 2nd character, then I think Franziska would get the nod as she was nearly in TvC.
Claire Redfield - If it wasn't for Revelations 2 I'd have said no way, but even with that the chances aren't good.
Poison - I think Haggar would likely return, and I don't think we'd get a 2nd Final Fight character.
Proto Man - If they went down the TvC route for MM characters, and the classic series did get a character then I'd still say he was unlikely.
Sexy Silvia - Probably still a part of Viewtiful Joe's moveset.
Date Masemune - He was a very popular pick in Japan for MvC3, but aren't there significant licensing issues?
Samanosuke Akechi - IIRC he's a historical figure, or based on folklore or legend, so there's some obstacles there licensing wise.

Just my opinion here. Nearly all your Marvel characters have a good shot at being in. Some, like Black Panther are damn near locks.

Oh come on... who's going pay to get this made exactly? Capcom probably couldn't afford it even without having to re-license the Marvel characters and I can't see Sony investing in yet another fighter only a few months from SFV's launch.

Daredevil He's got a rather decent shot I think though not as good as most people might think since his fighting style isn't flashy
Loki Very good chance I would say since I think he's relatively more popular in Japan, and quite popular in the west. He also could be made to fit in very well
Wasp I don't think she's that likely. Marvel's not pushing her that hard it seems, and despite having unique powers, I don't feel they would translate well to a fighting game
Ant-Man I think he's got a better chance than the Wasp since his powers are generally more diverse and he had the movie, but I wouldn't say its a lock or anything
Green Goblin The series really needs some more Spider-Man reps, and Osborn would fill that out well, so personally I'd want him. I wouldn't call him a lock though due to the whole Sony thing and the fact that Spider-Man's villains keep on mostly getting ignored though.
Silver Surfer I think back in the day, Niitsuma discounted him because he would be on his board the whole time, though that was probably nonsense since he said something similar for Ghost Rider on his bike. Either way, Marvel's not really pushing him that much these days and most people aren't that enthusiastic about him, so I don't think his chances are all that great.
Falcon Personally, I feel that as Captain America, Falcon would have a pretty good moveset. Having the shield attacks would compliment the wing attacks, flying attacks, and bird summoning I feel. That being said, even if Marvel is pushing him as Cap right now, for this sort of thing Steve Rogers would be Cap and Sam Wilson would be Falcon, so I think he would be a bit less interesting. Either way, I feel that he doesn't have good chances, but he still has a chance
Ultron He's a good villain rep, has the potential to be unique as a fighter, and could theoretically ape most of Sentinel's moves if necessary, so I think he has a good shot overall, but I think he's got less of a chance than Loki, since Ultron's popularity didn't really take off after Age of Ultron like Loki's did after the first Thor and Avengers.
Punisher Unless Chris gets axed or his moveset is changed, I think Frank's got a bit of a hard time just on that. Otherwise he's always been popular and relevant, so he's got a very good shot
Black Panther Marvel's pushing him and he's got a lot of fans. His abilities may not be the best for the Vs series, but you can sort of make them work better than Daredevi due to the Vibranium and super tech. Either way, he's got a really good chance.
Medusa Her powers aren't a stranger to fighting games, what with Millia Rage from GG and Filia from Skullgirls, so she could work well in that regard. I'm not realy feeling her though, since while I'd almost guarantee that we'll get some type of Inhuman rep, I would think it would be either Kamala or...
Black Bolt I think he's got a rather good chance. He's got unique powers and is/was pretty much the face of the Inhumans which Marvel is really trying to push hard, though maybe they're pulling back on that now. Still, they ditched Cyclops back in MvC3, so they may not go with him in the end
MysterioThere's a bunch of good Spider-Men villains out there so if a spot was given to one, Mysterio has stiff competition. Venom, Goblin and Doc Ock I feel would have a higher chance just due to being more of Spidey's arch-villains, and even without them there's still Carnage, Lizard, Kraven, Sandman, and others that would work very well for a Vs. game. Myserio's got stiff competition with all of them (and every other Marvel character) but he's got nothing to make him stand out, so I think he's a long shot. If Capcom thinks his design is weird though and has a good moveset for him though, he could still slip in though ala MODOK or Super Skrull.

When SNK did a panel at EVO this year and asked the attendants what game they'd like to see them do next, almost everyone responded with "CvS 3".

I can't find a link to how they responded but it was something along the lines of "well we'd be open to something like that".
