That entire post (the linked one) reads to me like they've given us temporary recommended settings so we can at least run it close to the console experience until they implement fixes.
It doesn't read at all like they're saying they want the game to be his way.
I think a mod needs to do a find/replace on the phrase "I think I'm one of the lucky ones" subbing out "lucky" for "blind".
There is only 1 build of the game available to everyone. Many of the thousands of replies detailing where the performance issues are are from people with the same hardware. Luck is not a factor here, it doesn't matter which way you're facing when you launch the game, adding a few GB to a page file doesn't do anything, you're just blind.

So pc version looks the least impressive and has terrible frame rate and pacing issues, obviously. But going by this video the console versions aren't running at 30fps solid either. Would seem that the game itself is poorly optimised which was exacerbated in the porting process.

WB doesn't really have a good track record with PC ports. MK X was (is still?) a disaster, that had 16-17gb patches on PC while the Console versions weren't even a gig. This is the publisher that said they're prioritizing paid content than fixing the game they already are charging for.
WB can say all they want, but they have nothing to back them up on this.

Still no acknowledgement that there are graphical features missing? Seems all they've acknowledged is that there are streaming issues on HDD drives.
Actually, they have some great PC ports under their belt.
Origins and Mordor were very well done.
Asylum was excellent.
City, aside from dx11 woes at launch, was pretty good too.
So yeh, they do have a track record with great ports too. We'll see how this one pans out, but for now that statement looks like they're taking it seriously.

They are opening a kickstarter to #SaveBatmanPC
I like City, but the game had major issues at launch, even when running DX9. For example, auto-save functionality was severely compromised due to some bug related to Windows live. A lot of people got their progress deleted in a massive open world game taking tens of hours to complete, which is not really acceptable.
I'm seriously not experiencing the issues posted on here, the only thing I notice is that the PC takes forever to recover once I've exited the game.

Got my refund! took about 7 hours to get it reviewed. Played for 59 minutes.

You're currently capped to 30fps then. That itself is an issue. A PC game shouldn't ship with an fps cap, not unless it's trying to hide the fact it needs to lock there to hide unstable framerates.
You're also missing graphical features like everyone else.
Yes, you can lock leave the 30fps lock and get stab;e performance if you're "lucky," I can do that thankfully so I can at least play, but that doesn't mean we're not experiencing the issues.
As it stands now, they expect us to accept that a PS4 can push out better graphical effects and a more solid framerate than a Intel Core i7 and a 970.

So my bank randomly gave me $150 for a promotion. Makes me feel a little better getting the PS4 version. Still crying over wasted money on this. Since a refund is out the window, possible chance Steam might give at least some store credit? If not i guess its lessoned learned.

They said they're taking it seriously and looking into it, in the meantime here are some settings that will allow you to play the game at levels comparable to consoles.

I'd also like to say that nvidia still hasn't fixed this line of drivers 350.xx stemming from gta I think. Still getting driver crashes/system resets every couple of hours.

The game launched with a 30fps cap to hide the fact that higher framerates are unstable.
It's literally missing graphical effects consoles have.
Many users are experiencing horrific stuttering, crashes, and game breaking errors.
This is not something you should accept, even if you're lucky enough to not notice.
