There are limits to where people can move. This is a big reason CA and NY are good targets for these things; they're expensive to live in. It's actually more feasible if you're an average Arizonan to just vote someone in to quickly approve legislation similar to CA (and Bonen can point out since he mentioned working on this) and maybe even get CA to join up with your network.
In regards to Manchin:
On the congressional level I'm all for running who you need to run to win seats as long as they won't obstruct a progressive agenda, even if they don't support it. As long as Manchin can be counted on as the vote that breaks a filibuster aimed at, say, a new voting rights act I couldn't care less if he couldn't be counted on to vote for it. In a perfect world every democratic congressperson could be counted on for both, but this world isn't perfect.
In the executive branches and in the state houses, however, this is not the case.
I actually thought it'd be the other way around. Without pork barrel spending (which should probably just come back), national elections don't end up mattering to your constituents specifically. So I can see the argument that if you're an underprivileged leftist in WV you still don't need to compromise on a national candidate because even if they win, you don't see much reward. But with something like a governor, there are things like the Medicaid expansion on the line that could change for you within the week of the election if the compromise candidate wins.
Like, if I had to pick an office to win here in MS, but the person had to be Manchin-y, I'd definitely go governor. That office alone would mean healthcare for thousands of Mississippians, most of whom are incredibly impoverished people of color. Whereas if I got to kick out Wicker's dumb ass, I as a Mississippian don't really see much from that quickly, if ever.
