Oh, it is. Trump will get a higher % of Republican voters in Duval than he does in, say, Miami-Dade. Jacksonville iss also a pretty African-American city. Basically it's a deep south city in northern Florida. But if Hillary can carry it, it's a comfortable win in Florida.
