especially high level of play where they actually know the map and movements and shit and can abuse it really hard

As viable as a Force Staff Sniper I had on my team yesterday. Don't even get me started on the MoM Pudge I played with today.

It's completely fine, I've seen it a bunch.
Force staff sniper is good in a lot of situations (especially against Clock/tide and some other hero which i can't recall), and MoM pudge is also good if the hero has a 20+ stacks (common occurence) and u want to push fast. Couple with blademail which is a pretty common pickup for maximum efficiency.
Can't tell you how many times i've been flamed by 4k players because i max hunger before call on axe. Luckily at 5k people seems to care less and just play. Low 4k is really the worst.
I can see how it'd be useful in a lot of other situations, but I can't see why you'd go for it against a AM, Venge, PA, BB, and Jugg line-up like this particular Sniper did. Wouldn't a Blink be better?
I guess the Pudge WAS getting quite a few stacks of Flesh Heap, but only because he was hanging around me (a Silencer) and our Enchantress as we got kills. Don't recall him landing many hooks or securing kills. I guess he did push the lanes though.
I actually maxed Hunger first as well when I first started playing Axe,
I usually prefer to go for 2nd point in flame guard at lvl 3 instead of Q because lvl 1 it only blocks 50 magical dmg so its easy to burst and it does more dmg overall. Max flame guard before sof. Could also go 3/0/3 before putting a fourth point in flame
Farm heroes with inbuilt blinks/leaps i guess. On supps is almost always good, and when you don't pick it up is usually because you need something else even more (aka BkB Enigma, Aghs AA etc...)

Phase > Drums > BF or straight Phase > BF? I guess that depends on the game.
Plus saving someone improves pub teamwork so much, just like giving them a bottle charge

I'll say for ember sometimes you'll want to be 2-1-2 instead of having zero points in sleight.
If you're contesting a rune vs another hero or you're ganking or expecting someone to rotate mid to gank your opposing mid then having the ranged chains is super useful.
Oh, also the way ember's skill scale 2 points in chains and 3 points in guard are breaking points.
Two points in chains gives you that 2 second lockdown and 3 points in guard means a good number of spells won't instantly pop it with a single cast.
