Really You don't even need refresher. I turned a game around once with aghs necro. Super long game and just kept hitting the carries with the ult. No buyback and something like 2 minute respawns will put any team at a disadvantage. Without refresher you could easily keep two players out at once.

I could see with refresher this being absurd late game.

As usual, it depends on your early game goal. Either works. Shrapnel is excellent for pursuit and tower pushing. Gotta be aware of the cooldown, though.
